Last week, Human Rights Watch released a report detailing the Syrian government’s deployment of “a powerful type of cluster munition rocket not seen before in the conflict” over the Hama village of Kafr Zita earlier this month.

The rocket used in the most recent attack is larger and more deadly than weapons used during earlier stages of Syria’s civil war, and employs a Soviet-era launching system not previously known to be part of the Syrian government’s arsenal:
