Regime’s proposed truce agreement with rebel-held Waer

On Monday regime representatives presented residents of rebel-controlled Waer with the terms of a proposed truce. Two days later, opposition negotiators in Waer provisionally agreed to the truce on condition that UN-approved monitors oversee its implementation, and that the government divulge the exact number of detainees to be released.

Government officials said they will respond to the amended proposal within 48 hours.

[Continuation of previous truce deal regarding the Waer district]

Preface: The initial proposal reached with Waer:

Both sides must submit their final decision on the proposal within 48 hours by 3pm on Wednesday, August 31, 2016. This 48-hour period is to be accompanied by a ceasefire, which, in the case of an agreement to the proposal, will be extended.

The proposal:

1. Vegetables, fruit, water and bread will be permitted to pass into Waer through the Shu’un al-Fania checkpoint. Electricity will also be provided to the district. The Muhandasin Square checkpoint will be open to pedestrian traffic to and from the Waer district.  Those who desire will be granted amnesty, as agreed upon previously.
2. For militants who do not desire amnesty, a first group of at least 300 militants will leave the city with their families and light weaponry.
3. Between 140 and 200 detainees held by the General Security Directorate will be released. The detainees released will be those previously agreed upon.
4. A second group of at least 500 fighters and their families will leave the district with their light weaponry.
5. The status of half of the detainees [held by the regime] and missing persons will be clarified according to the regulations of the previous agreement.
6. A third group of at least 300 militants and their families will leave the district with their light weaponry.
7. A group of detainees included in the list mentioned in Article 5 will be released after a meeting with the Director of the General Intelligence Directorate to determine the exact number of detainees to be released.
8. After the militants’ withdrawal from the 7^th Jazira and 8^th Jazira, representatives of the state security and the police will enter the two neighborhoods in order to restore operations the Palace of Justice after which workers will also return to the offices of population records and of the environment, located in the same vicinity. After the departure of all militants, civilians will then be allowed to return to their homes in the area.
9. The final group of militants and their families will be evacuated. The militants will be permitted to retain their weapons.
10. Intelligence and police personnel as well as a group of engineers will enter Waer to take the necessary measures at specific entry and exit points for Waer.

Final Remarks: After both sides agree on the proposal a schedule will be implemented during the meeting with the Director of the General Intelligence Directorate
